Washington County Launches Electronic Plan Review

HAGERSTOWN, MD (October 21, 2022) – Washington County Government launches Electronic Plan Review to enhance its permitting and land development software known as Accela Automation. The upgrade will increase efficiency by allowing County divisions and departments to handle permitting and land development plan review in a more efficient manner while maintaining a high level of customer service and an increased level of citizen access. The upgrade will take effect Monday, October 31, 2022.

Accela Automation with Electronic Plan Review offers a more streamlined, efficient solution for permitting and land development plan review. The following divisions and departments will be affected by the enhancement:

The integration of e-PlanREVIEW with Accela Automation allows for expanded functionality and review capabilities for permitting and land development projects along with increased citizen access and engagement, including:

  • Seamless integration into the current software system
  • Simultaneous agency reviews for a more streamlined and efficient review process
  • Simple, visual plan and document management along with progress tracking and versioning
  • Consolidated comment reports
  • A paperless, green solution to typical plan review processes
  • Ability to pay permitting and land development review fees online 
  • Expand application information in Citizen Access for public use

Beginning at 12:00 p.m. on Thursday, October 27, 2022, on-paper land development project submittals will cease, and permit processing and other department services will be limited.  Permitting applications may be submitted on Friday but will not be processed until the following Monday once the system has been upgraded.  

Online services through the Accela Citizen Access (ACA) website may periodically be unavailable beginning close of business on Friday, October 28, 2022.  All services will recommence once the upgrade has been completed.
