Master Developer Agreement for Cascade Town Centre Terminated by Mutual Consent

HAGERSTOWN, MD (August 23, 2019) –Washington County Government and JG Business Link International, Inc. (JGBLI) announce that the Master Developer Agreement (MDA) between them, for development of the Cascade Town Centre, has been terminated by mutual consent, and is of no further force or effect.

By entering into the MDA, dated November 15, 2016, the Board of County Commissioners (BOCC) agreed to allow JGBLI to serve as the County’s agent to redevelop the 591 acres located at the site of the former Fort Ritchie, to create the Cascade Town Centre. In 2017, the County conveyed 63 of those acres to JGBLI to kick-start the project.

Since that time, JGBLI and the County have attempted to secure investors for the redevelopment of the property, but their joint efforts have been unsuccessful. The County now desires to turn the development of its remaining 528 acres over to the County’s Department of Business Development (DBD) office. “We are actively meeting with prospects,” said Susan Small, Director, DBD.

JGBLI will likewise move forward with the development of its 63-acre parcel. “We are excited that we will soon be turning dirt at the Cascade Town Centre,” Joe Lee, Director of Operations of JGBLI, said.

The parties are cooperating to ensure the successful renewal of the former military property and wish each other success with their respective development efforts. Small remarked, “We look forward to the redevelopment of the property to enhance the quality of life and economic fortunes of Washington County and the Cascade region. The development of Cascade Town Centre is uniquely important to this revitalization.”
