Board of County Commissioners Appoint New Transit Director

HAGERSTOWN, MD (November 18, 2024) – The Washington County Board of County Commissioners is pleased to announce the appointment of Shawn Harbaugh as the new Transit Director for Washington County Transit. Harbaugh brings a wealth of experience and a longstanding commitment to public transit to his new role.

Harbaugh has dedicated the past 13 years to serving as the Fleet & Facility Manager for Washington County Transit, where he played a vital role in maintaining and improving transit services for the community. His expertise in fleet management and facility operations has been instrumental in ensuring the efficiency and reliability of the county’s transit system.

Before joining Washington County Transit, Harbaugh spent 9½ years with Frederick County Fleet Services (2002–2011), where he served as a Fleet Technician IV in the TransIT maintenance shop. His extensive hands-on experience in transit fleet operations has provided him with a deep understanding of the industry’s demands and opportunities.

Harbaugh is a Certified Community Transit Manager (CCTM) through the Community Transportation Association of America (CTAA) and is an active member of the Transportation Association of Maryland (TAM), reflecting his commitment to excellence in public transportation.

A 1996 graduate of Catoctin High School in Thurmont, Maryland, Harbaugh went on to earn a certificate in Automotive Technology from Lincoln Technical Institute in 1997. He has resided in Fairfield, Pennsylvania, since 2002 with his wife of 26 years.

In his new role, Harbaugh will oversee the county’s transit operations, strategic planning, and initiatives to improve accessibility and sustainability in transportation.
