Board of County Commissioners Appoint New Director of Information Systems

HAGERSTOWN, MD (February 20, 2019) – The Washington County Board of County Commissioners is pleased to announce the appointment of Joshua L. O’Neal as Director of the Division of Information Systems effective February 3, 2020.
O’Neal has been with Washington County Government for 18 years. His career with the County began as the manager of Public Safety IT systems. He then took on designing and deploying the County’s electronic infrastructure as Network Engineer and assumed additional responsibilities in the role as Deputy Director. The experience and knowledge gained in these previous roles has led to his new title as Director. In this new role, he will take on leading the team he has worked with extensively during his time with the County.
O’Neal has lived in Washington County for the majority of his life. He has attended various educational institutions including Cedarville University in Ohio, Hagerstown Community College, and Shepherd University. His studies covered aspects of Information Systems such as Electrical Engineering and Computer Science, receiving his final degree in 2000.
As newly appointed Director, O’Neal said, “I am pleased for the opportunity to continue working for Washington County in a capacity that will allow the Information Systems Division to serve the other areas of County government, providing the resources needed to serve the citizens.”
