EMERGENCY OPERATIONS CENTER
As additional businesses begin to open it is important to practice social distancing by putting space between yourself and others. Continue to practice healthy habits to help slow the spread of COVID-19 by:
• Washing your hands for at least 20 seconds
• Cleaning and then disinfecting frequently used surfaces
• Staying home if you’re sick
• Avoiding touching your face

WASHINGTON COUNTY HEALTH DEPARTMENT
Contact tracing is part of the 4 building blocks of public health response described by Governor Larry Hogan as critical in reopening Maryland. As Washington County has moved into Stage 1 of recovery the effective use of contact tracing is a critical step in decreasing the number of COVID-19 cases and breaking the chain of transmission. The Washington County Health Department has about 40 contact tracers and additional backups in order to efficiently track movements and locations of positive COVID-19 patients and notify all household and casual contacts of their exposure risk. If you receive a call or voicemail from The Washington County Health Department please pick up or give us a call back. We are calling to inform you that you or someone you have been in close contact with has contracted COVID-19.
What to Expect during your phone call with the health department:
We will ask you about:
  • Your health and symptoms
  • Locations you have been during a specific period of time
  • Names and contact information for any household and casual contacts (we do not disclose your name to anyone, only that they may have come into contact with an infected individual)
(Please be as specific as possible about the nature and location of your interaction with others)
We will NOT ask you about:
  • Social security number
  • Financial or bank account information
  • Immigration status
  • Personal details unrelated to COVID-19

MERITUS HEALTH
MERITUS HEALTH’S DRIVE-THRU SCREENING CENTER STILL OPEN FOR COVID-19 TESTS
COVID-19 testing will continue at the drive-thru screening center for anyone, including those who do not currently have symptoms of the coronavirus, but suspect or are concerned that they have been exposed. No appointments or referrals are needed to be tested. Testing is now available for all ages and at no cost to the patient. The drive-thru screening center is located behind Meritus Medical Plaza, at 13620 Crayton Blvd. Hours are Monday – Friday from 8:00 a.m. to 6:00 p.m. and weekends from 11:00 a.m. – 3:00 p.m.
FREE TELEHEALTH VISITS AVAILABLE
Meritus Health continues to offer FREE telehealth visits. These visits will allow patients to speak directly with a primary care provider to discuss health concerns.
Telehealth visits are available from 8:00am to 4:00pm, Monday through Friday. To request a telehealth visit please complete the form below.
VIRTUAL VISITS CONNECT PATIENTS AND FAMILIES

RISE UP BUSINESS STABILIZATION GRANT PROGRAM IS NOW OPEN
The Washington County Department of Business Development, in partnership with the City of Hagerstown Department of Community and Economic Development, announces the application for the Rise Up Business Stabilization Grant is now open. The application can be accessed by clicking here: RISE UP GRANT APPLICATION.
Applications will be accepted from 8:00 a.m. Monday, June 1, 2020 until 11:59 p.m. on Monday, June 15, 2020. Applications will be accepted electronically and can be downloaded at www.washcorises.net. Details for submission are stated on the application. The website also provides guidelines, application instructions, and answers to frequently asked questions.

Here’s how you can prepare to apply for a Rise Up Grant:
You are required to submit the following documents in order for your application to be considered complete:
  • Income Statement and Balance Sheet for Year-end 12/31/19
  • Profit and Loss Statement for March 2020 and each month after to date, AND the prior year comparative statement.
  • Previous Year Tax Return
  • Schedule C of personal tax returns for sole proprietors (if applicable)
COVID-19 Travel and Tourism Research Resources – The Maryland Office of Tourism has a web page with links to numerous research and resources that the office has received. It also contains information on consumer feelings and when they will begin traveling. This page is updated often, so please come on back.
Maryland Department of Health’s Report on COVID-19 Food Safety – This is an excellent source of information for Restaurants and consumers with links to numerous resources and guidance to open your restaurant safely. Additionally, if you have a specific food safety question that is not in this document, or you cannot find the answer on any of the links it contains, please call 410-767-8401 and the Office of Food Protection staff will work to provide you an answer.
Governor Hogan Issues Two Additional COVID-19 Emergency Orders:
  1. EXTENDING MORATORIUM ON UTILITY SHUTOFFS AND LATE FEES. Governor Hogan has extended his order prohibiting electric, gas, water, sewage, phone, cable TV, and internet service provider companies from shutting off any residential customer’s service, or charging any residential late fees. This order now remains in effect through July 1. Read the governor’s emergency order.
  2. EXPANDING SERVICES PROVIDED BY BREWERIES, WINERIES, AND DISTILLERIES. Governor Hogan has issued an emergency order expanding services by state-licensed manufacturers of alcohol, including breweries, wineries, and distilleries:
  • Allowing the service of alcoholic beverages in outdoor seating areas, consistent with the same Department of Health directives for restaurants and bars.
  • Allowing third-party shipment to consumers by common carriers, such as FedEx or UPS.
  • Read the governor’s emergency order.
NEW INFORMATION FROM OUR LIQUOR BOARD ON OUTSIDE SEATING:
This went into effect Friday, May 29, 2020 at 5:00 p.m.
Effective May 27, 2020 following the Governor Hogan’s Speech, we are in the completion stage of Phase 1. With this change Restaurants, Bars, Social and Fraternal Clubs, can now serve food and beverages to customers for consumption in outdoor seating areas, with the approval of the Board. Licensed Establishments that already have existing patios or sidewalk café can use them, but you must follow the guidelines for social distancing stated forth by the Governor. Carryout/Curbside and deliveries are still also allowed.
THE WASHINGTON COUNTY LIQUOR BOARD IS TEMPORARILY PERMITTING ALCOHOL AT OUTSIDE SEATING
You must submit your request with a drawing. Sketch, and photo(s) of the proposed outside seating area in relation to your licensed establishment for approval.

CITY OF HAGERSTOWN
Guidelines for Outdoor Dining for Restaurants and Pubs
On May 27, the Governor issued an Executive Order that allows restaurants and pubs to open back up for “dining on premises” but only in outdoor seating areas. This authority is effective as of May 29 at 5:00 p.m.
The Governor’s order provides certain health-related criteria that must be met by the business:
  1.  All staff must wear Face coverings;
  2. Patrons must be seated at least six feet away from each other, except for households seated together;
  3. Maximum number of people allowed to be seated together is six, except for members of the same household;
  4. Restaurant cannot serve food in a buffet style; and
  5. Restaurant must disinfect the tables between each seating.
The City of Hagerstown immediately began work to enable restaurants to take advantage of this authority as soon as possible.
Outdoor Dining on Private Property
On Friday, May 29th, the Mayor and City Council passed an emergency ordinance to allow the Zoning Administrator to approve temporary dining areas on private properties for existing restaurants and pubs, outside the normal Temporary Use permit process. This authority for the temporary outdoor dining areas is for the length of time the Governor’s executive order is in place or any subsequent orders issued by the Governor that affect this activity.
Many restaurants already have outdoor dining areas. If not, any restaurant or pub that would like to provide a temporary outdoor dining area must apply for a Temporary Use zoning permit through the Planning & Code Administration Department. Applications are available today on-line. Fees are waived. The application must include illustrations of the intended layout of the eating areas, the location of tables and chairs and tents if proposed, and the fencing desired to be use if needed. If a tent is desired, a tent permit is required to ensure the tent material meets fire safety standards and the tent is installed safely. Businesses must provide access to restrooms for their patrons. Once the temporary use permit expires, the temporary outdoor dining area must be removed and the site returned to its previous or better condition. If the business wants to create a permanent outdoor seating area, they would need to go through the regular site plan process to ensure the activity meets all codes and does not interfere with required parking.
Outdoor Dining on Public Property
The City already has a Sidewalk Café License process for dining on public sidewalks. A number of downtown restaurants already have sidewalk dining. If not, any restaurant or pub that would like to place tables and chairs on the public sidewalk must apply for a Sidewalk Café License through the City Engineering Department’s office. The application must include illustrations of the intended layout of the eating areas, the tables and chairs desired to be used, and the fencing desired to be use if needed. The application must also provide a copy of the business’ liability insurance to show the outdoor area would be covered by the insurance. Businesses must provide access to restrooms for their patrons.
Issues to Consider in Designing the Layout of Outdoor Dining Areas
The business needs to ensure there is at least five feet of room for pedestrians to access the front door of the business or doors of neighboring businesses and that there is at least five feet kept clear on the sidewalk for pedestrians to walk safely by the property. Location of any overhead or underground utilities must be considered particularly for tents. If located in a parking lot, safe passage of vehicles and access for handicap parking must be considered.
Serving Alcohol in Outdoor Seating Areas
If the business plans to serve alcohol in the outdoor seating area, the Liquor Board must grant approval of a license for that activity. Fencing around the outdoor seating area is required if alcohol is to be served.

HAGERSTOWN COMMUNITY COLLEGE
HCC announces Take2! program to help students complete degrees
The Hagerstown Community College Foundation has announced a new program, called Take2!, which is designed to help eligible local residents complete an associate degree, free of charge, after previously starting at a four-year college and not finishing.
Through the program, residents of Washington County and border counties in Pennsylvania and West Virginia will have the opportunity to complete an associate degree within one year at no cost for tuition and fees. Students must commit to attend HCC full-time, beginning in the fall of 2020.
To be eligible for Take2! funding, each student must have earned a minimum of 24 college-level credits at an accredited four-year college(s) with minimum cumulative grade-point average of 2.5. In addition, students must have completed the 2020-2021 FAFSA and have an Expected Family Contribution (EFC) of $10,000 or less. This agreement is a last-dollar contribution, which means that federal and state financial grant aid and scholarships must be used prior to Take2! funds.
The deadline to apply is July 1, 2020. Eligibility and program requirements may be made by the HCC Take2! Review Committee on individual bases and with the support of the assigned academic advisor. To learn more, visit www.hagerstowncc.edu/take2.

WASHINGTON COUNTY COVID-19 EMERGENCY ASSISTANCE FUND
A campaign organized by the Community Foundation and United Way of Washington County, Maryland, announces the deadline to apply for the fifth and final cycle of grants is Monday, June 8th at midnight. Applications will be reviewed, and recipients will be announced the week of June 15th. Applications should have a focus on ensuring basic needs and essential services throughout Washington County. Applications to fund salaries will not be accepted.
Together, the Community Foundation and United Way have challenged the community to raise an additional $50,000, bringing the total up to $250,000. The initial goal for the Emergency Assistance Fund was $200,000. As the COVID-19 pandemic continues, so does the community’s need for essential services and basic needs. The current amount of funds raised for Washington County COVID-19 Emergency Assistance Fund is $225,000.
