Before joining Washington County Transit, Harbaugh spent 9½ years with Frederick County Fleet Services (2002–2011), where he served as a Fleet Technician IV in the TransIT maintenance shop. His extensive hands-on experience in transit fleet operations has provided him with a deep understanding of the industry’s demands and opportunities.
Harbaugh is a Certified Community Transit Manager (CCTM) through the Community Transportation Association of America (CTAA) and is an active member of the Transportation Association of Maryland (TAM), reflecting his commitment to excellence in public transportation.
A 1996 graduate of Catoctin High School in Thurmont, Maryland, Harbaugh went on to earn a certificate in Automotive Technology from Lincoln Technical Institute in 1997. He has resided in Fairfield, Pennsylvania, since 2002 with his wife of 26 years.
