Karen R. Luther, CPPB, CPPO –Director of Purchasing: 
Attended Hagerstown Community College and received an Associate’s Degree in Business Administration.  Holds professional certifications of Certified Public Procurement Officer (CPPO) and Certified Professional Public Buyer (CPPB) from the Universal Public Procurement Certification Council (UPPCC).  Private sector legal secretary from 1974–82; secretary for the County Planning Commission office from 1982–84; secretary in the County Purchasing Department 1984-86; and County Director of Purchasing from 1986 to present.  Active member of the National Institute of Governmental Purchasing, Inc. (NIGP).  Formerly served as Past President, Vice-President (twice), Treasurer, and Director of the NIGP local chapter, Maryland Public Purchasing Association, Inc. (MPPA).  Recipient of MPPA’s Distinguished Service Award in 2003.  In 2010, received MPPA’s highest honor, the Stanley D. Zemansky Award.    

Rick Curry, CPPO, CPPB - Buyer
Attended Hagerstown Community College and received an Associate’s Degree in Business Administration in 2014. Has been employed with the County for over twenty years, having served since 1997 in the Purchasing Department . Active member of the National Institute of Governmental Purchasing, Inc. (NIGP).  Has been a member of Maryland Public Purchasing Association (MPPA) since 1997, and earned his Certified Professional Public Buyer (CPPB) certification in 1999 and his Certified Public Procurement Officers (CPPO) in 2013. Presently serving as a Director for the NIGP local chapter, MPPA.

Brandi J. Naugle, CPPB – Procurement Specialist II:
Attended Hagerstown Community College.  In 2007 received the professional certification of Certified Professional Public Buyer (CPPB) from the Universal Public Procurement Certification Council (UPPCC). Worked in the private sector as a Purchasing Agent for six years with a Washington County manufacturer.  Joined the County Purchasing Department in August of 2003 as a Procurement Specialist II.  Active member of the National Institute of Governmental Purchasing (NIGP) and the Maryland Public Purchasing Association (MPPA).  Serving as the committee chair for Information and Research since 2008 and presently serving as a Director for the NIGP local chapter, MPPA.  Recipient of the 2011 MPPA Distinguished Service Award.

Tina L. Wilson, CPPB - Procurement Specialist I:
Attended Hagerstown Junior College and Shepherd University.  She received an Associate’s Degree in Human Services in 1994 and Regents Bachelor of Arts in 2013. Received the professional certifications of Certified Professional Public Buyer (CPPB) from the Universal Public Procurement Certification Council (UPPCC) in 2013. Procurement Specialist I since December 1, 2008.  Active member of the National Institute of Governmental Purchasing, Inc. (NIGP) and also member of NIGP’s local chapter, the Maryland Public Purchasing Association, Inc. (MPPA).  Serving as the committee chair for Education since 2013 for the NIGP local chapter, MPPA. Recipient of the 2014 MPPA Distinguished Service Award.

Joanne Morgan Procurement Technician:
Attended Hagerstown Community College and received an Associate’s Degree in Business.  Has served Washington County Government since 1980 working as Office Manager in the Permits & Inspections Department and after 10 years, transferred to the Division of Public Works, then to the Purchasing Department in 2001.  Served on many committees as secretary transcribing meeting minutes and has served as Secretary to the County’s Coordinating Committee since 1993.

Rachael M. McCarty – Procurement Technician
Began her career with the Washington County Purchasing Department in July of 2009. Has over nine years of Secretarial, Payroll, Accounts Payable and Customer Service experience with a number of private firms.
