Staff Biographies

John M. Martirano, County Attorney: 
Attended West Virginia University and received a B.A. in 1987; attended the University of Pittsburgh and received a J.D. in 1990. Admitted to the Maryland Bar in December 1990; admitted to the West Virginia Bar in May 1994. Also admitted to practice before the United States District Court for the District of Maryland and the United States District Court for the Northern District of West Virginia. Associate, Miles & Stockbridge (Frederick office), 1990-93. Associate, Steptoe & Johnson (Hagerstown office), 1993-96. Senior Surety Claim Attorney, The St. Paul Companies, Inc. (formerly USF&G), Baltimore, 1996-99. Member of the American, Maryland, West Virginia, and Washington County Bar Associations.

Kirk C. Downey, Deputy County Attorney:
Attended Duke University and received a B.A. cum laude in 1994; attended Oxford University, summer 1993; attended the University of Richmond School of Law and received a J.D. in 1997. Admitted to the Maryland Bar in 1997. Also admitted to practice before the U.S. District Court for the District of Maryland; the U.S. Court of Appeals for the Fourth Circuit; and the U.S. Supreme Court. Private Practice, 1997-2005. Kendall A. Desaulniers, Assistant County Attorney:   
Attended Hagerstown Business College and received an A.A. summa cum laude in 1989; attended Hagerstown Junior College, summer 1989; attended Shippensburg University of Pennsylvania and received a B.S. magna cum laude in 1991; attended Regent University School of Law and received a J.D. with honors in 2001.  Admitted to the Pennsylvania and Maryland Bars in 2001.  Judicial Law Clerk, Washington County Circuit Court, 2001-2003; private practice, 2003-2012.  Member of the Maryland and Washington County Bar Associations; Board Member, Washington County Bar Association.

Vicki C. Grimm, Legal Assistant: 
Office of the County Attorney since its inception in 1989.  Legal Secretary from 1989 to 1996.  Legal Assistant from 1996 to present.  Legal Secretary in private practice from 1973 to 1989.

Kimberly D. Jacobson, Legal Secretary: 
Office of the County Attorney since 2012.  Attended US Career Institute and received a Paralegal Certificate in 2011.  Paralegal to the Attorney for the Washington County Department of Social Services from 2011-2012.
