Wayne K. Keefer

was appointed to a vacancy on the Board of Washington County Commissioners by Maryland Governor Lawrence "Larry" J. Hogan, Jr. and confirmed by the Maryland State Senate in March, 2016.  Commissioner Keefer is a lifelong resident of Hancock, Maryland.  He is a 2004 graduate of Hancock Middle-Senior High School, and holds an A.S. degree in Management from Hagerstown Community College, a B.S. degree in Business Administration from Frostburg State University, and an M.B.A. from Frostburg State University.  During college, Mr. Keefer was a study abroad student at the Hunan Normal University in Changsha, Hunan Province, China, where he studied international business.  Mr. Keefer has over a decade of experience as a commercial banker, serving in roles such as Assistant Comptroller, Branch Manager, Loan Officer, and Assistant Vice President.  During his banking career, he graduated from the Lloyd P. Calvert Graduate School of Banking, a program of the West Virginia Bankers Association held at the University of Charleston, in Charleston, WV.  He is currently a small business owner, and an adjunct instructor with Frostburg State University at the University System of Maryland at Hagerstown.  Active in the community, Mr. Keefer is the member of several organizations, including President of the Hancock Chamber of Commerce and Treasurer of the Rural Children's Fund, a nonprofit promoting the safety and well-being of children in rural communities.
